It depends entirely on the jurisdiction. In the Mediterranean (Croatia, Greece, Spain), an ICC or explicitly recognized national equivalent is strictly mandatory by maritime police. In the Caribbean, a detailed sailing resume is often sufficient for bareboat, though formal certification is increasingly requested by insurers.
The Advance Provisioning Allowance (APA) is a standard escrow fund (usually 20-30% of the base charter fee) used by the Captain to purchase fuel, food, dockage, and customs fees on your behalf. Almost unilaterally, standard charter contracts prohibit night sailing (navigation between sunset and sunrise) unless explicitly cleared by the base manager due to extreme weather rerouting. If you require offshore passage making, you need a different class of charter and insurance rider.
